Shot by U.S. Marshals at Circle K: Billy Joe Carter, 30

Billy Joe Carter, 30, was shot and killed Oct 13 by the U.S. Marshals Arizona WANTED Violent Offender Task Force after he displayed a gun while surrounded by the task force, according to a news release from the Tucson Police Department.

 

 

Police responded to call of shots fired at the Circle K at 1395 W. Miracle Mile to find Carter suffering from gunshot trauma. Officers administered Cardiopulmonary Resuscitation but were unsuccessful and Carter died at the scene.

The WANTED Violent Offender Task Force had been tracking down Carter to both apprehend him for a probation violation warrant as well as to help Tucson police. Police were seeking Carter to question him in connection with a missing/endangered child case.

Task force members spotted Carter in the Miracle Mile area and followed him to the Circle K. When Carter stopped at the gas pumps, task force members blocked Carter’s vehicle so he could not flee.

Despite being blocked, Carter still tried to drive out of there, albeit unsuccessfully. That’s when he “displayed a handgun posing a lethal threat” and several task force members “discharged their duty weapons” at him.

None of the task force members or anyone else in the area was injured in the shooting.

Carter was released from prison in June after being sentenced to 6 years for vehicle theft, with a second charge of being a dangerous and repeat offender, according to the Arizona Department of Corrections website. He was admitted to prison in March 2005.

The investigation into his death continues.
