PHOENIX (AP) - A new report says Arizona's child-welfare agency continues to struggle with a growing number of children in foster care.

It also says the state Child Protective Services is fielding more reports of child abuse and neglect than ever.

The biannual report released Thursday shows a net increase in the number of family foster homes for the first time in three years.

During the six-month period ending Sept. 30, CPS removed more than 5,700 children - placing most of them with relatives or in foster homes.

That brought the total number of foster kids to more than 14,000. That's a 22% increase compared to the same period in the previous year.

The Arizona Republic (http://bit.ly/UoCWZZ) says the state's foster-care population has grown by more than 40% in three years.
